Legislation agenda for new Parliament

Commonwealth Parliament resumes on 30 August and the Government has issued its legislation agenda for Bills proposed for introduction and passage in the Spring sittings which ends on 1 December 2016.

There is no indication of which Bills will be introduced this week. Drafts of new Bills have not been published.

The list includes the re-introduction of the Corporations Amendment (Life Insurance Remuneration Arrangements) Bill 2016 and the Fair Work (Registered Organisations) Amendment Bill 2014 and Building and Construction Industry (Improving Productivity) Bill 2013.

The Privacy Amendment (Notifiable Data Breaches) Bill, if passed, will amend the Privacy Act 1988 to introduce a mandatory data breach notification scheme.

Bills implementing the 2016 Budget include:

  • Treasury Laws Amendment (Enterprise Tax Plan) Bill which will increase the unincorporated small business tax discount and turnover threshold and increase the turnover threshold to qualify for the lower company tax rate and lowering the company tax rate on a schedule over 11 income years, reaching a unified company tax rate of 25 per cent in 2026-27
  • Treasury Laws Amendment (Income Tax Relief) Bill which will increase the 32.5 per cent personal income tax threshold from $80,000 to $87,000 from 1 July 2016.

Other Bills listed include the Plebiscite (Same-Sex Marriage) Bill and the Fair Work Amendment (Respect for Emergency Services Volunteers) Bill.
